Chicago Bulls
After just acquiring Nikola Vucevic at the NBA trade deadline, the Chicago Bulls have all the pieces lined up for them to potentially be a championship caliber team, but they are missing an All-Star level point guard. Kyle Lowry can be the missing link for the Bulls and by adding him, they would have three All-Star players that could definitely put the Bulls in contention in the East.
While they are tight on cap space, both Tomas Satoransky and Thaddeus Young are on partially-guaranteed contracts and they could potentially be waived to free up the necessary cap space to sign Kyle Lowry.
Lauri Markkanen is also going to be a restricted free agent and they could rescind their qualifying offer on him in the offseason should Kyle Lowry agree to terms to play for the Chicago Bulls. There are a ton of options financially for the Bulls when it comes to freeing up cap space to acquire Lowry and it is more than do-able for them.

While they do have Coby White as a young, high-level guard in the backcourt, he is not the high-level talent that they need to win a championship. He can be a fantastic secondary scorer and contributor off-the-bench, but he is not enough at the point guard position to help the Bulls contend at their highest level.
With a young core intact and two All-Star talents in Zach LaVine and Nikola Vucevic, the Chicago Bulls have become a very attractive destination for many players around the league. They will definitely be a team to watch when free agency comes around and if they don’t target Kyle Lowry, expect them to pursue a couple of other All-Star caliber players.
