The Toronto Raptors have not been able to get comfortable this NBA season and that has caused them to fall behind in the Eastern Conference race. This could lead the front office to start making some big moves and Kyle Lowry could be the biggest one available. It would be a surprise but the New Orleans Pelicans could be one of those teams.
The Raptors are currently 17-23 in a weak Eastern Conference. After being one of the top teams in the league in each of the last two years, the Raptors are looking like they could miss the postseason. They lost some key players in free agency such as Serge Ibaka and Marc Gasol.
A priority in free agency was to sign Fred VanVleet back and the two sides were able to agree on a four-year $80 million deal. This made VanVleet and Pascal Siakam the centerpiece players for the future. This is a chance to trade Lowry in the final year of his contract.
The Pelicans could be looking to accomplish the same goal. New Orleans got younger in the offseason when they sent Jrue Holiday to the Milwaukee Bucks. They have other veteran names that could be on the move as well and that is what they would send away in this deal.

The Pelicans are moving towards building around Zion Williamson and Brandon Ingram. They are not a threat in the Western Conference at this time so it would benefit them to continue to get younger and send some veterans away.
