Orlando Magic
The Orlando Magic have been decimated by injuries this season. Markelle Fultz is out for the season and his backup, Cole Anthony, is also sidelined. They are on the outside looking in of a playoff spot in the Eastern Conference, but if they were able to acquire Kyle Lowry, it would push them into the playoff picture.
Nikola Vucevic is carrying the team right now and could use a bonafide running mate; Lowry would provide that. The Magic have someone in their front office, Jeff Weltman, that was with the Raptors for years. He could push for a Lowry acquisition despite it currently being a rental. He would know as good as anyone what the veteran would bring to the team.
It is hard to imagine the Raptors trading one of their franchise icons to Orlando, but if they present a strong package, it is something they would have to strongly consider. Mo Bamba is someone Toronto could target given the hole created upfront by the departure of Marc Gasol and Serge Ibaka.

The Magic could decide they want to be sellers at the deadline, which would take them out of the running for Lowry. But, if they want to make a push and give Vucevic some help, he should be near the top of their target list.
